Colombo, 2001) Emmanuel, R.The conventional approach to transportational problems has been buolding more and better highways.However,contrary to popular and academic expectations,more and better transportation technologies have led to and increase in time spent in transportation strategies,particularly for third world urban agglomerates.The solution proposed here is not an equitabel distribution of more transport power,but a reduction in the need for it.it is argued that a ceiling on per capita energy use by means of design strategies for speed reduction is necessary to promote healthier urban transportation.Strategies for urban design alternatives that achieve this end are proposed.
